Abstract This research discussed an effort of election socialization by Relawan Demokrasi as a group who has formed by General Election Commission (Komisi Pemilihan Umum) main city of Yogyakarta to increase elector participation at legislative election 2014. Descent of elector participation in legislative election (2004 and 2009) as a background to give socialization and political education to elector. Disabilities elector, especially persons with mental retardation are people who find it difficult of election education and information all this time. So this research will focused on to answer the research question “How the effort of general election socialization by Relawan Demokrasi to person with mental retardation at legislative election in 2014 in main city of Yogyakarta?”. In this research, researcher used politic socialization concept by Michael Rush and Philip Althoff to analysis the research finding and using case study as a method of the research. Relawan Demokrasi disabilities segment has recruited from grassroot level to give socialization to disabilities. One of target from Relawan Demokrasi is people with mental retardation, so socialization made at the some of school for students with special needs in main city of Yogyakarta. In this case they are seldom and hard to access information and election education, besides their also beginner elector. There is some substances are socialized, that is subject of election, democracy and participation, introduction of election’s candidates and technical election implementation. The method of socialization is political education which form on direct socialization. In case, there is direct communication on delivery of substances between message giver (Relawan Demokrasi) and message receiver or audiences (person with mental retardation), as is lecture, demonstration and utilizing assists device. Socialization who did by Relawan Demokrasi giving impacts of increasing participation and increase of technical election education and non-technical election education to people with mental retardation. More than 80% disabilities elector from some of school for students with special needs were participate on legislative election. Most of the people with mental retardation got knowledge of right way to choosing in ballots and also got knowledge how importance of general election to choosing their representation in parliament. So, from this research, researcher concluded that the socialization by Relawan Demokrasi influence to increase participation and increase of technical election education and non-technical election education to people with mental retardation.
