Abstract Democracy as a spirit of governing can be developed in implementing participation. People believe that participation can facilitate people to give their aspiration, and they will get the benefit of participation. However, the ideal of an order will lead back to governing elites due to their power and authority. Their authority gives a chance to make participation as their political arena. He is able to tie up participation or hand in hand develop participation, and he will get a lot of benefits. This research will give explain the complexity during participation developing by people’s power, and unfortunately elite will get the benefit. By using economic thought, this research wants to elaborate Toba’s thought about producing influence (developing asset), distribution (by channeling and marketing), and also consuming donation. To support this research, researcher gathered data from observation, document analysis, and in depth interview with elite and society, and also partner. The result of the research will explain how governing elite use his power and economic reasoning in all of his ways. Elite did not think that participation as a troublesome charges, otherwise he makes it for his political arena for realization his vision. Because of that reason, elite use his power to create assets i.e group of society and roadmap. To ensure the efficiency, we can see there’s politicization participation when elite ‘ensure the participation’ by put the right man on the strategic place. We cannot see the step easily. The different reality occurred when Housing Resource Centre (HRC) declared Serut Village as organic farming a participatory village because of those asset. Depends on researcher’s observation, Toba as governing elite made linkage and also ‘sells’ those asset well. Until now he is always being a good frontline who maintains good relationship with partner. He has a good attitude when he ‘sells’ those asset, and he shows technical participation of his society. Because of his strategy, he can cover up the politicization participation between those asset. And the end of his action, he (and his society) get a lot of donation and programs, and also selfpopularity as innovative and participatory leader. We hope this research will enrich the study about elite and participation. The power of elite structured opportunity for politicization participation. Elite not only can set the participation for realizing his vision, but elite also get a free ride out of participation for himself. The slighted of participation have pronounced in this research.
