Peran Humas dalam Implementasi Keterbukaan Informasi Publik di Bank Indonesia:(Studi kasus pada Bank Indonesia CALL & InteRAction(BICARA)

2014 | Skripsi | Ilmu KomunikasiABSTRACT Since the Freedom of Information Act no. 14 in 2008 (UU KIP) was published, the new challenges for public institutions in Indonesia has arised. People then encouraged to demand the availability of information from public institutions. It is also a big challenge for Bank Indonesia as the central bank in the Republic. In the implementation process, the department which has relevant responsibilities is the Communication Department of Bank Indonesia or also called public relations department. This study uses the concept of public relations role by Dozier and Broom (1995), the theory of policy implementation by George C. Edwards III, and principles of the Freedom of Information Act. Dozier & Broom divided the role of public relations into four parts: the expert prescribers, the communication facilitators, the problem-solving process facilitators, and the communication technician. While the theory of Edwards emphasizes on three main indicators in the view of the policy implementation: communication, resources, and bureaucratic structure. While the four main principles of the Freedom of Information Act are: fast, timely, low cost, and simple way. Those indicators were used to look at the role of public relations in the practical implementation of public disclosure in the Contact Center of Bank Indonesia, BICARA. After doing the research, it was found that Bank Indonesia's public relations tend to be more of the management roles than the technical roles. In the end public relations of Bank Indonesia have implemented all of its role, both management and technical. It just does both roles held by a different portion. However, the participation of all the components are needed to create an excellence and integrated public information service in accordance with the ideals of Bank Indonesia.
