Ilmu Administrasi Negara)ABSTRACT THE DYNAMICS OF DIY INSTITUTIONAL ARRAGEMENT POST ACT 13 IN 2012 Ardhi Herizharmas2 Universitas Gadjah Mada With the enactment of Law No. 13 of 2013 on Privileges of Special District of Yogyakarta, DIY is respected and designed to be able to elaborate the functions and values of the privilege more than ever. Unlike the institutional arrangement in general, the institutional arrangement agenda of DIY try to manifest the philosophy of the word “special” itself, involving three different actors in the process, which is DIY Regional Organizations Bureau, Minister of home affairs, and the Palace (Keraton). This paper attempts to examine and analyze the role of those three actors in an Organization Development agenda that directly or indirectly affect the output of the institutional form and substance of the privilege of Special District of Yogyakarta. Based on the research, the institutional arrangement leaves DIY many political spaces that which cannot be used by DIY Regional Government for creating new institutional design which is based on the values of the “special” District of Yogyakarta Philosophy. The failure of political spaces utilization was also eventually implicated in the form of institutional design of Cultural affairs, spatial, and land as the “special” privileges of DIY that does not have distinguishing aspects of design and institutional governance with similar matters in other areas. This condition is initiated by the contradiction mandate articles in Act 13 of 2012 concerning the technical guidelines for special institutional arrangement, coupled with the philosophy ambiguisme "Pemerintahan Asli" which is substantially not clear and do not have any foundation to guide a special institutional arrangement. Some fragmentation above then used by the Ministry of Home Affairs through the Regulation 57 of 2007 explicitly control the technical process of institutional arrangement of DIY, and Kraton through its authority over the affairs of the Sultan and Paku Alam Ground to ensure formal legal authority in institutional design and governance of land affairs. The main recommendation that the author is trying to give through this research agenda is a need for a common understanding on the manifestation of the status of "Special" in Yogyakarta, and clarity of interpretation of "Pemerintahan Asli" as a guide and a foundation of thought in designing forms of a “Special” privilege 2 Author is a college student of Department of Public Policy and Management, Faculty of Social and Political Science, Universitas Gadjah Mada, Yogyakarta, Indonesia. e-mail: arbroad.92@gmail.com xv governance and institutional affairs.
