Perbandingan Mekanisme Rating Film oleh Swasta dan Pemerintah:(Studi kasus Amerika Serikat dan Perancis)

ABSTRACT Films are believed to have great influences on the contemporary societies’ daily lives. Beside their economic powers, they also have their ideological and cultural ones because they are one of significant media of expression and communication. At one side, they can provide the people inspirations, insights and entertainments. On the other side, they are able to misshape audiences’ personality and perspective, especially those who are considered to be not wise enough to consume some certain contents within. This is then becoming a public issue. Film rating system is one favorite solution to the stakeholders of this matter, who commonly are assembled in a film rating institution. The said system enables the issue to be solved without implementing the censorship mechanism. Two of notable countries in this very effort are the United States of America (the USA) and France. Both have their own film rating institution at national level. Yet, because of their differences in history, culture and political ideology, film rating policy in the USA is run by a private entity (MPAA) and having a relatively tight standard, especially on the issue of sexuality. Meanwhile, the same policy in France is run by a governmental body (CNC) and having a relatively loose standard on the similar issue. At a glance, these different mechanisms seem anomalistic. However, for the sake of more comprehensive understanding, it is necessary to know about the political process in the public policy making and the institutional policy’s characteristics of the above bodies. This analytical process will help to recognize the consequences of film rating systems in both countries, which surely have the influences on their effectiveness and efficiency.
