ABSTRACT At the initial stage after the fall of the New Order, institutional design adopted to foster democracy is through the opening of a multi-party system faucet. It is accompanied by splitting the country into Central and Local. This means persebaraan power desentarlisasi model, be a logical consequence. Over the process of democratization in Indonesia, political parties emerged as an important political force in the various social dynamics. When political parties also determine the fate of public resources, the party then transformed into a new patron to patron-client relationship. The weakening of the central State does not automatically produce a stronger local democracy. Instead, decentralization under certain conditions can be coupled with other forms of authoritarian rule, with the emergence of local bosses who jumped into politics with a vehicle of political parties and the head of the region. So that the patron-client initially concentrated, become more widespread in the area. And political parties into a vehicle that is quite important. Golkar Party more inherited this system, because the experience reigns over the past three decades. This is also true in the local sphere. An example is the object in this case study, the Golkar Party in Tuban. By using the theory of patron-client political parties, where the mutual relationship, as well as volunteer, exploitation, domination, and asymmetry occurs coloring of this relationship patterns. The pattern of this relationship has been able to establish a regime that is quite long and strong by leveraging the power of strong economic resources. But the patron-client relationship has been pushing the idea of the death of democracy and the development of democracy based imaging and transactional. Patron-client relationship has been made public as a commodity to be bought and sold by the politicians to reach power. Society is no longer choose the country leaders on the basis of capacity and integrity, but with only consider imaging. And as an institution, patron-client relationship has weakened regeneration and regeneration of leadership in political parties.
