Abstract The title of this study “Advocacy NGO’s ASPEKA Against Services Policy Light Rail KRL (Case Elimination Economic KRL). The focus of research problems describes strategies advocacy by NGOs Aspeka in advocating the case deletion Economic KRL . The method used is descriptive qualitative , with data retrieval purposively . Researchers informants consisted of NGO head Aspeka , general secretary of the NGO Aspeka , chairman of NGO advocacy Aspeka . Data was collected by means of in-depth interviews , observation , documentation , and literature . The results showed NGO Aspeka do two forms of advocacy strategy is a strategy of persuasion and confrontation strategies . In the two forms of advocacy strategy , there are six activities carried out by NGOs Aspeka . Each strategy has been able to give positive effect in advocacy work. It is characterized by the implementation of progressive policies regarding the imposition of tariffs on July 1 , 2013. However the work done is not enterily smoothly. Valuable lessons can be learned from the advocacy of the importance of a comprehensive case analyisis, strengthening of coalition, a massive campaign, as well as the actions of confrontation measured.
