Serikat Pekerja Menolak BPJS:(Stusi kasus Serikat Pekerja Nasional dalam Advokasi Kebijakan Terkait dengan Badan Penyelenggara Jaminan Sosial di Kabupaten Semarang)

ABSTRACT Serikat Pekerja Nasional (SPN) is one of the real imagery of workers organization in Indonesia which rejects the law legislation No. 24/2011 about Badan Penyelenggara Jaminan Sosial (BPJS) on Sistem Jaminan Sosial Nasional (SJSN). Therefore SPN conducts policy advocacy related with their rejection. This research was driven by the question of how policy advocacy strategies undertaken by Serikat Pekerja Nasional in the SJSN issues in Semarang Region? Supporting with theoretical comprehension that policy advocacy can be done using several strategies, this research is attempted to figure out those strategies on SJSN issues. By referring to use the qualitative research methods with type of descriptive case study, this research shows how the image of government’s conditions to form BPJS with the problems that occur in PT. Jamsostek and during this time the legislation No. 40/2004 about SJSN Program is only arranged the basic principles, not control how the system should be managed through the constituents in it. New political order on democracy era is used by SPN to able them in giving their voice on latest issue in 2014 by rejecting BPJS on SJSN through the way of policy advocacy. The result of this research figures out the strategy on policy advocacy done by SPN that consists of three parts. First, they conduct the publication and advocacy team. Second, submit judicial review related legislation No. 24/2011 about BPJS to the Constitutional Court. Third, coordinate their member to withdraw their retirement (Jaminan Hari Tua) managed by PT Jamsostek. The implications of the policy advocacy strategy undertaken by SPN are the failure of their member’s retirement in PT. Jamsostek. Then, followed by the expansion of the network created by the SPN through the BPJS SJSN that is not optimally used. Both the implications are not detach with the obstacle appeared. The biggest obstacle comes from other parties such as Komite Aksi Jaminan Sosial which encourages bill BPJS passed into law and BPJS immediately implemented.
