Abstract Regional Education Guarantee Policy is a government policy of Yogyakarta ensure the implementation of 12 years compulsory education for students which has less prosperity that hold “Kartu Menuju Sejahtera (KMS)” or Card Towards Prosperity. Mayor Regulation No. 55 Year 2007 on Assurance Guidelines for Regional Education and Regional Regulation No. 23 Year 2009 on Poverty ensure these policies implemented . Regional Education Guarantee Policy purposes to decrease the drop out rate in Yogyakarta but the facts reverse. Yogyakarta’s drop out rate still in a high level in fact more increase than the years passed. That’s why the researcher being so interests to do a research about Regional Education Guarantee Policy problem to give a bureaucracy evaluation. Evaluation in bureaucracy purposes reviewing the implementation of Regional Education Guarantee Policy from communities directly affected side. There are three fundamental problems in Regional Education Guarantee Policy implementation. First, the unproper targets of KMS. Second, there was a far gap in student competence between KMS and Non-KMS students in state-owned school which gives influence in quality improvement. Third, the purpose of Regional Education Guarantee Policy which means to decrease the drop out rate does not achieve in fact still in a high rate especially for state-owned vocational high school. Those problems caused by three factors include, first, policy substance in differetiates the entrance exam of KMS and Non-KMS (regular) students which caused problems in state-owned senior high school. Second, policy reconstruction which does not run well. It means the superior policies had ever been evaluated yet by policy makers. The evaluation doing by UPT JPD Yogyakarta had just covered technical problems. In addition, the government interventions in technical sectors can influence KMS targets determination accuracy. Third, the last factor influenced by the low study motivation from KMS students which can trigger problems in quality improvement of state-owned senior high school. The evalution of Regional Education Guarantee Policy substance especially for differentiates KMS and Regular entrance exam needed to improve the policy quality that had runned as long as 7 years. Based on this research, most of state-owned senior high school elements such as teachers which become respondens do not agree with the special quota given to KMS students when the entrance exam. If the entrance exam has troubled will be cause a trouble in education process.
