Dampak Program Pengembangan Industri Kecil dan Menengah di Kota Bandar Lampung

ABSTRACT Small and Medium Industry (SMI) in Bandar Lampung City as the main contributor of the city economy. It contributed more than 23,59% or 1/5 of Gross Domestic Regional Product in 2012. But, it was not a priority of Bandar Lampung Government in maximalizing its potency. Instead, in Regional Budgeting only 0,24 % of overall expenditures for industry sector. So that, developing industry program which has been done by Disperindagkop (Regional industry institution) of Bandar Lampung City just intervene 3% of all SMI. That condition was compouded by inappropriate between policy purposes and indicators of success cause the policy success assessment as an unfounded claim. So that, this research about how the impact of SMI developing program in Bandar Lampung is needed as the requisition for government function to optimalize the region potencies. This research has been done by impact analysis approach and qualitative method. The analysis technique was verification qualitative. This research was bounded on two characteristics there are direct intervention and sustainable activities only, starting from 2012 until 2015, and focused on featured product only. The research results show that Training and Development Activities have been impacted positively for ikan olahan, sulam usus and batik industries. But, positive impact was not perceived by emping melinjo industry because the knowledge which has been presented did not have novelty unsure. Whereas, Privat and SMI Cooperation Facilitating Activity has not been impacted positively because cooperation requirements which were required could not be fulfilled by SMI. Meanwhile SMI Product Promoting Activity had positive impacts based on some factors there are frequency of SMI for joining the activity, promoting level that has joined by SMI and SMI product marketing strategy.
