ABSTRACT The advancement of internet technology and its application in government procurement (e-procurement) promising the realization of efficiency of the procurement. Yogyakarta City is one of a pilot project of the e-procurement application by LPSE Yogyakarta. The implementation of e-procurement system in Yogyakarta City shows a positive impact on the efficiency of the budget. Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP) in 2008 evaluating the Yogyakarta City as the only District / City that has reached efficiencies and consistently improved every year. However, the evaluating procedure of efficiency that has done by LKPP cannot reflect the overall efficiencies. This is because LKPP only evaluate the efficiency of the results (output), by comparing the budget plan of the project and the prices that offered by the winner of procurement process. So further studied to evaluate the efficiency of the process is needed. This study examines the efficiency of input in the procurement process in the Yogyakarta City after using the e-procurement system. The efficiency of procurement evaluated from the needs of cost, time, and human resources (HR) as well as communication in the process of procurement. This study used a before-after evaluation method with qualitative approach. Before-after evaluation methods is an evaluation methods that compare the before and after treatment. That treatment is the implementation of e-procurement in the procurement process. So this study compares the needs of cost, time, human resources (HR) as well as communication between procurement processes using conventional and e-procurement systems. From that four inputs of the procurement process (cost, time, human resources, and communications) can be concluded that e-procurement system is more efficient than conventional procurement system. However, the efficiency can still be optimized. The face to face meeting is still carried out. Moreover there are some procedures that should be eliminated in the implementation of eprocurement system, but still carried out. There are some things that should be implemented to optimize the e-procurement system such as reducing the offline meetings, transactions inside the application, increasing security, and the presence of providers in the process of opening the tender document.
