As the development of the consciousness, came the idea to provide better quality in education for the disabled and to inculcate tolerance and non-discrimination against individuals diversity through education, which is known as inclusive education. Yogyakarta began to implement inclusive education policies since 2008, and working together with several private schools. The most well cooperation between public and private sector according Gazley and Brudney, illustrated by a partnership in which characterize collaborative-cooperation, because it provides several benefits such as increased efficiency and improve service quality better. Cooperation between government and private schools in inclusive education in the city of Yogyakarta, so far indicate a partnership as stated above. However, to say that the cooperation between the governments of Yogyakarta and private schools in inclusive education really shows the collaboration between stakeholders and contributing to the implementation of inclusive education, requires in-depth research. Therefore, this study intends to find out how the relationship of cooperation between government and private schools in inclusive education, particularly at the high school level in Yogyakarta. This research was conducted with a qualitative approach, by taking samples Vocational High School of BOPKRI 2 Yogyakarta and High School of Muhammadiah 4 Yogyakarta, and the government which includes the Central Government, Provincial Government of Yogyakarta Special Region, and the City Government of Yogyakarta. The results of this study indicate that the cooperation between the Government of Yogyakarta with Vocational High School of BOPKRI 2 Yogyakarta and High School of Muhammadiah 4 Yogyakarta, both have not indicate the occurrence of a partnership that characterizes the collaboration between the actors involved, because the cooperation that exists only meet one of the four criteria of public-private partnership (unification goals, division of roles, unification resources and sharing of risks), which is the division of roles. The recommendations given in this research to develop better cooperation in implementing inclusive education in Yogyakarta is, cooperation should be directed to develop a school environment that is friendly and open to the entire student diversity, the government needs to hold more private schools to encourage inclusive educational equity, the need for strengthening support of organizational structure in Yogyakarta Education Department, and government with private schools need to establish cooperation with other parties concerned to inclusive education.
