ABSTRACT Teacher certification is one of the policies made by the government in an effort to improve the quality of national education through the improvement of teacher competence. Teacher certification can also be called a performance appraisal system, because the teachers assessed their feasibility before they declared a professional teacher. However, in practice, various research indicates that post-certification of teachers, teachers who have passed have not demonstrated better performance. It shows that in practice, the certification is still a lot of weaknesses. Therefore, this study was conducted to identify the weaknesses in teacher certification as a performance appraisal system. The study was conducted at SMA PGRI Slawi, Tegal regency with the consideration that Tegal regency is one of the areas that have a low quality of education, while SMA PGRI Slawi is the lowest high school with honors based accreditation from the National Accreditation Board of School / Madrasah (BANBC). This consideration is taken as if the certification is done on the area and schools that have good quality, certified teachers would have less impact. This study is a descriptive study that illustrates the weaknesses teacher certification system based on the experience of teachers who have followed him. Data was collected by interviewing the teacher certification. Technique analyzes conducted with data reduction, data presentation, drawing conclusions and verification. From the study, showed that the weakness of the first teacher certification system is the performance assessment criteria are unclear and not in accordance with the actual performance of the teacher. Second, the weakness of the teacher certification system lies in the use of improper valuation method possible. Third, there is a certification system weaknesses in assessing the competence of assessors who have not been enough. Fourth teacher certification system weaknesses found in the absence of post-certification surveillance in the performance review form.
