Abstract This study examines framing in the Blok Bojonegoro tabloid news coverage of Cepu Block oil and gas mining operation in Bojonegoro. As Cepu Block oil and gas mining operation is regarded both as a blessing and a curse, a public discourse concerning the efforts to escape from the resource curse arises at the local level. Through its news framing, Blok Bojonegoro has a significant role to construct the public discourse. Employing qualitative method, this study uses two levels of analysis: textual and contextual. On the textual level, it attempts to identify the frames of Blok Bojonegoro news coverage of the issue; then for the contextual level, it explores resonance of the frames with the public discourse and assesses the news coverage with the frames as a manifest of media journalism performance in democracy. The first level of analysis initially found four themes of news coverage, then identified a frame in each theme: (a) the central government ignores local (Bojonegoro) interests, (b) the local government is not ready for protecting local interests, (c) local people become the victim of oil and gas mining operation, and (d) oil and gas mining company complies with local interests half-heartedly. The latter elaborates the resonance of the frames in local public discourse. The frames correspond—and at the same time are not in accordance—with various views of certain actors involved in the public discourse. As a local news media, Blok Bojonegoro tabloid basically performs its normative functions in democratic society: inform the citizenry and scrutinize those who govern. Nevertheless, the news coverage partly does not comply with journalism values including informativeness, fairness, and correctness and effectiveness of scrutiny, for the sake of reinforcing the frames constructed.
