European Union Emission Trading Scheme as EU Climate Policy: Case Study Implementation of EUETS in Poland

ABSTRACT This study has two major purposes: (1) to investigate the rationales of Polish veto to the backloading decision upon the EU-ETS and to the objectives and targets for the post-2020 Energy and Climate Policy Framework. (2) to seek the implications of such action towards the environmental governance in the EU particularly in regards with the collective action of the climate policies. Furthermore, this study shows the implementation of EU-ETS in Poland from the first until the third phase and elaborate it with the economic crisis which cause a regression in ETS as the Market-based Instruments (MBIs) of the EU’s climate policies. Poland’s position in the union as a sub-collectivity becomes the vital point of this study on how Poland could influence the negotiations and the outcomes. This study indicates that Poland is very affected by its national energy industry lobby. However, the result suggested that despite the persistent lobby and its cooperation with the neighbouring countries in Central Europe and Balkan, Poland is not in a strong position to significantly steer the political process in the EU environmental governance.
