ABSTRACT Sidewalks are the public space for pedestrians. Inappropriate conditions of sidewalks used in wrong way become a serious problem. In this case, the function of sidewalks should be returned as the one of facilities for pedestrians. That the pavement dysfunction there are various points of view can be used to dissect the phenomenon. And one of them is to use a bureaucratic fragmentation viewpoint . Bureaucratic fragmentation is a phenomenon that occurs in the realm of government bureaucracy . For this case , the locus of bureaucracy that is used is the local government of Yogyakarta and the District Danurejan . This study is important because sidewalks management function is one of the pressing public issues . This study aimed to determine the implications arising from the bureaucratic fragmentation pavement management functions . To solve this problem , the local government of Yogyakarta is a party that has the greatest responsibility as the highest institution . Therefore , it becomes important to examine the use of angle is directly related to the government bureaucracy . By looking directly into the bureaucracy will gain a lot of information about how the government manages the business functions in particular sidewalk on Jalan Hayam Wuruk which is researched and Yogyakarta region as a whole . The results of the study are described by qualitative descriptive method . In the results, the implications of various kinds of bureaucratic fragmentation according to the research focus . Implications include coordination , policy , authority , and policy implementation . The fourth implication is the result of extensive research .
