ABSTRACT Security sector is task, responsibility and function of state. However, when the new order run, state function and task for security underwent shift to group outside state such as in security service from outside state actor. Outside state security service is common that may be seen in places for night world entertainment. Night world entertainment has characteristic of doing dark market economy activity. It means that the business provide entertainment event to clubber such as inviting number-one band and DJ from country capital, transaction of alcohol beverage, hidden prostitution and so on. Due to the dark market economy activity within night world entertainment places, there are often occur clash due to drunken visitors brush to each other. Therefore, security service (shadow state) is required to protect continuity and comfortableness of the dark market. Existence of security service is not separated from relation occurring between security service and formal security institution. In reality, the relation between security service and formal security institution may occur indirectly because formal security institution such as police does not involve directly but they help by order. In addition, the relation occur between security service and business actor as client for the smooth activity in security field. Both parties coordinate to each other and business actor supervise the security service.
