Ilmu Administrasi Negara)ABSTRACT Tourism sector as one of the potential sub-sector, it’s no wonder if this is now the tourism sector into a sector that is getting a lot of attention by national and local governments as well as in the business sector. Now, not only dominate the tourism sector to the national economy, but tourism has touched the community aspects of community empowerment, especially around tourist destinations. In general, the tourism sector is managed by the government and the private sector as the two parties are mutually benefited, complements the vision, mission and goal on the agenda of cooperation to develop the area attractions, but sometimes the position of the local community is always in a marginalized. Some villages in Sleman economies depend on tourism sector contained territory, while the only tourist destination that is managed by an actor such as government, private, public, and some are the three stakeholders collaborate to achieve greater benefits. Management of tourist desinasi managed by local communities one of which is Vulcano Tour Attractions, Umbulharjo village, Sleman regency. This attraction becomes manageable and full responsibility of the local community with all its problems and limitations of budgetary funds. Management of tourism attractions Vulcano Tour, Village Umbulharjo done with pattern management tourism management, collaboration and the role of stakeholders. According to Healey require collaborative strategies through three types of capital with the social capital such as trust, communication flows, and a willingness to exchange ideas; intetectual capital as understanding; and lastly the political capital projects such agreements and formal or informal. Communication between government and private entities who are members of the management team, still have not created secarah communication. The lack of collaboration of stakeholders have negative impacts in tourism management at Vulcano Tour. One of them is the limited capital or budget to develop the attractions, both in infrasctructur, infrastructure, and so forth. Collaboration of stakeholders in the management of the vulcano attraction tour aims to improve the quality of attraction. Keywords: collaboration, stakeholders, role of stakeholders, management of attractions. 1 BAB I PENDAHULUAN 1.1 LATAR BELAKANG Pariwisata merupakan salah satu subsektor yang potensial dalam mendorong pertumbuhan ekonomi, meningkatkan devisa melalui upaya pengembangan dan pengelolaan dari berbagai potensi kepariwisataan nasional, adanya kesempatan usaha, serta terbukanya peluang pekerjaan bagi masyarakat sebagai pengentasan kemiskinan. Pengelolaan objek wisata tidak hanya menjadi urusan pihak pemerintah sebagai komponen utama yang terlibat, namun ada beberapa elemen pemangku kepentingan lainnya yang turut memiliki proporsi untuk membangun, mengembangkan, dan menjaga eksistensi pariwisata yaitu swasta dan masyarakat. Bater et. al mengatakan bahwa para pelaku yang ikut serta dalam pembangunan pariwisata meliputi kelompok dan institusi LSM, kelompok sukarelawan, pemerintah daerah, asosiasi bisnis, dan pihak-pihak lain yang berpengaruh, serta yang akan menerima dampak dari kegiatan pariwisata1. Umumnya, pariwisata dikelola oleh kalangan swasta yang memiliki modal usaha yang besar, pemerintah sebagai tata kelola, sedangkan masyarakat lokal biasanya tidak terlibat langsung didalam kegiatan-kegiatan pariwisata. 1 P2par. 2006.
