ABSTRACT This study aims to describe and determine the process implementation of the policy on the structuring and development of modern store in Denpasar. The background of this study is the sealing action undertaken by the government of Denpasar with armed “SK Walikota No. 188.45/495/HK/2011” against some modern stores because it has not issued a permit for a modern store business that impact on the termination of sales activity. This study combines the theories of some expert that use a top-down approach with the implementation of such model combining Edwards, Van Meter and Van Horn, Mazmanian and Sabatier into three variables that influence the process of policy implementation modern store that is communication, resources, and bureaucratic structure. This study used a qualitative descriptive method. The data used are primary data and secondary data. The primary data obtained from interviews and observations. Secondary data were obtained from the documents. The results of study showed that the implementation of policies on structuring and coaching of modern store can not run properly. This is evidenced by: 1. Less informed its contents and provisions; 2. Many modern stores businesses take advantage of opportunities not administer license; 3. The discovery of modern stores opposite the traditional market as opposed to the regulations; 4. Task by each institution are not implemented properly causing throwing responsibility; 5. The government has never done the inspection or action against businesses that do not have a business license; 6. Lack of communication between the implementing institution in implementing regulatory mechanism that are not going well. There are some recommendations: 1. Conduct socialization to deliver and inform the contents and provisions; 2. Increasing awareness of businesses actor to heed the regulations; 3. Closes or relocated the building modern stores that violate regulations; 4. Running task as well as possible; 5. Doing routine inspection and action of modern stores that do not have a business licenses; 6. Continuously held a meeting to discuss the development of a modern store policy implementation process.
