ABSTRACT This research examines the organizational culture in the Government of West Sumatra Province and the Government of D.I. Yogyakarta. As an organization, basically has a special character that distinguishes it from other organizations. In addition, the era of regional autonomy in Indonesia has given big authority to the local government authority for actuate their rule, including how the local government to take care of the organizational culture. Exploring the organizational culture in both the local government need mapping the elements of organizational culture itself. The element is leadership, norms and practices, organization’s stories, traditions and rituals, and symbols. Organization with a strong culture will be able to streamline its organization. An organizational culture that strong or not, identified with institutionalization of organizational culture values, as well as the application of the cultural values of the organization by civil servants. This research uses a qualitative method with case study approach. In this study, interviews were conducted with some informants who know about organizational culture in both local government. In addition to the interview, also conducted observation and study documents such as regulations, documents the organizational culture of each governments, as well as internet media. Results of the research showed that government of west sumatera province has not showed the characteristics of a strong organizational culture, be it in the institutionalization of organizational culture, as well as in the application of the cultural values of the organization. Furthermore, the Government of DIY has institutionalized the organizational culture with high intensity. However, in the implementation of organizational cultural values, partly value has not done well. However, both are still in the process leading to the ideal of organizational culture that is able to achieve the organization's effectivity. Kata kunci: Government of D.I.
