ABSTRACT Public life is always crossing with social problem. Hence, gotong royong become there to solve their social problem. Cleanliness in responding to the problem of the environment and the need for members, Dusun Paten has a local institutions named Kelompok Kandang Satwa Mulya. At the beginning, this institution was so active with marked various activities for members as gotong royong, ronda, celebrating independence day, and others. However, as a function of time a group of home felt paralysis function characterized by no longer held activities to meet the needs of the membership and decrease unity members as well as conflict. This research is using qualitative methods. A method of qualitative is conducted to determine the causes of the paralyzing of Kelompok Kandang Satwa Mulya. This research is using case study approach to identify the factors that has been much affected. The research has been done informally and formal. Informal research were doing the research since the researcher were joining Kuliah Kerja Nyata (KKN) in 2013. After joining KKN, researcher is still visiting the location just to interact with the residents of Dusun Paten. Soon after the proposal of the research already done, the researcher begun with the formal research. From the result of the research and from the interaction of researcher with the residents of Dusun Paten so far, it had been known some factors which causing the paralysis function in Kelompok Kandang Satwa Mulya. First factor derived from sources in Kelompok Kandang Satwa Mulya. The resources is including motivation, member resources, resources of the management, the sources of funds, and social capital. Decreasing sources affected the act of members of the Kelompok Kandang Satwa Mulya. The second factor derived from how this Kelompok Kandang Satwa Mulya is executed. Things that included in the second factor is among others how rules executed, how member of the discharge their responsibility to the collective, how gotong royong executed, and how solidarity formed in the cage. Some rules started to disobey. Management doesn’t give good example figure so that failing to be a good example for members. Gotong royong not done as it should be. All group activity will be well running if there ' s a stimulant of funds. Third factor derived from the external conditions group of the cage. Including in it, the social capital in Dusun Paten. Social capital of Dusun Paten unwittingly even weaken social capital that is owned by a group of the cage. There are several group activity an enclosure that is carried out in the same time with activity of kampung. At the end the activity of Kelompok Kandang Satwa Mulya were being sacrificed. Those three categories are the main factors that give an paralyze effect to KK The presence of three factors that make up the gorup run without activities. In addition, due to inflicted relationships of member, it has been tenuous and filled with conflict. Key words: Local Institution, Function, Goal, Social Capital
