Perjuangan Lingkar Ganja Nusantara dalam Proses Legalisasi Ganja di Indonesia:(Studi Mengenai Strategi Advokasi Lingkar Ganja Nusantara dalam Mengangkat Isu Legalisasi Ganja)

Ilmu Pemerintahan)ABTRACT This research aims to undestand as well as elaborate the advocacy strategies in which has been ran by Lingkar Ganja Nusantara, in order to operate its vision and mission as the first organization in Indonesia that undertake marijuana legalization. Interestingly, in the midst of massive anti-narcotics campaign that is promoted by the government and non-government institutions, the anti-mainstream social movement has emerged by raising the issue to legalize one of the types of drug, particularly marijuana. This research utilizes the research method of qualitative along with case study method. Qualitative research method and case study method have been selected to address the significance of advocacy strategies conducted by Lingkar Ganja Nusantara on its process of marijuana legalization in Indonesia. The process of collecting data is using the evidence of triangulation through interviews, academic texts, document and media articles. For data analysis techniques, it has analyzed both primary and secondary data. Within advocacy towards Indonesian regulation (Undang- UndangNomor 35 Tahun 2009), there are three issues chosen by Lingkar Ganja Nusantara, specifically health issue, industry issue and decriminalization issue of marijuana consumers. Lingkar Ganja Nusantara has implemented two advocacy strategies. First, the strategy in increases the public awareness. Second, the strategy in encourages the policy modification. From these two strategies mentioned before, Lingkar Ganja Nusantara is able to perform six advocacy exercises. First, creating the scientific research. Second, doing workshop. Third,celebrating the International Day of Marijuana. Fourth, further research on marijuana. Fifth, having dialogues with policy makers and other party-related. Sixth, working on judicial review.
