Kendala Pengembangan Web-Based Participation dalam Penyelenggaraan Pemerintah Kota Yogyakarta

Ilmu Administrasi Negara)ABSTRACT The Government of Yogyakarta City seeks to provide a web-based participation facility through Yogyakarta City’s official website (http://jogjakota.go.id) and Information & Complaints Service Unit’s website (http://upik.jogjakota.go.id), but in fact it is not increase the public participation effectively due to lack of the use of this facilities, including by people who do not have internet access barriers. This study aims to explain why web based participation did not reached by the people who do not have internet access barriers in the city of Yogyakarta. Web-based participation problems will be explained by aspects of the website channel's features, website promotion by the government, and the quality of the website in terms of usability, information quality, and the quality of the interaction, by using the Sequential Explanatory method. It is the research design that incorporates a combination of quantitative and qualitative methods sequentially. The data collection in quantitative methods is done through a survey of respondents who met the criteria, and then proceed with the collection of qualitative data through interviews with respondents and informants, literature study to related documents and observe the participation facilities in Yogyakarta City Government’s website and the Information and Complaints Service Unit’s Website. The results showed that the people do not interest using the website channel features due to lack of direct response from the government, in addition the website features are unstable and do not practically use. The website promotions are not optimal because it does not use mixed media campaign and not done on an ongoing basis. On the other hand the quality of the website in terms of quality interactions are inadequate due to poor governance handling of messages received from the public through the website. It's indicates the lack of government commitment to create adequate participations facilities as a capital input for the government in the decision-making so that the aspirations articulated no significant effect on the improvement of public services.
