The form of its activities is variously, starting from provision of social fund, scholarship for students, the contribution of the funds to repair facilities the environment and so on. The region which is located in Lomanis, Central Cilacap is the area enclosed by two large companies, namely PT. Pertamina and PT. Holcim. That is a circumstance that makes Lomanis different with four other urban villages in the region of Cilacap. Not only loss of physical that people feel industry, of the activities of the company but often also conflict both vertical and horizontal because the target of CSR that people feel less infuse the fairness to the community. Rumah Cemara itself is institution set up in order to minimize problems social happened in between the community and the company is also the government. This organization serves to bring together different interests from each side so as to be realized welfare programs together for people with optimize CSR a company in accordance with regulations. This research using methods through research qualitative approach descriptive analysis. The process of collecting data by means of observations, an interview to the respondents, and documentation. The target of this research is Lomanis citizen, local authorities the company and the other non-governmental organizations. The result showed that there are dualism views concerning the house of cypress in the company. PT. Pertamina TBBM and PT. Pertamina Lubricants give the positive view is for Rumah Cemara. On the contrary, PT. Holcim argue that Rumah Cemara is the result of the duplication of the role of Lembaga Pemberdayaan dan Pembangunan Masyarakat Kelurahan (LPPMK).A conclusion that may be drawn from this research of them are that Rumah Cemara serve as bridges between actor in Lomanis, in the field of CSR. In addition, there are differences in view of each actor about the existence of Rumah Cemara as institutions enablement. (keyword: Rumah Cemara, institution, dualism)
