International relationship that exists to help a country meet the national interests, which is economic. The economic aspect is very crucial aspect and various countries strive to meet these needs through its foreign policy as the basis. One example through cooperation. The cooperation arise to be one of the most important agenda. Cooperation grown not be an option for developing countries but a major requirement states where cooperation promises something and have a positive impact. Similarly in relation to Japan, Japan Prime Minister , Junichiro Koizumi (2002-2006) create a policy that refers to cooperation with other actor, ASEAN. Junichiro Koizumi made a significant step in its cooperation with ASEAN to make statement to emphasize the importance and seriousness of the Japan ASEAN cooperation in a comprehensive form. The statement, as known as Koizumi Doctrine. Koizumi doctrine provides a form of cooperation that focuses not only on economic but social, politics, culture and education with the slogan 'Acting Together, Advancing Together' is implemented in the three pillars of the undertaking policy reforms and increasing prosperity, strenghtening cooperation for the sake of stability and cooperation related to the future under'cooperation related to the future '.
