ABSTRACT This paper is explaining the Australia wiretapping case against Indonesia that went on public at the end of 2013. The wiretapping case had loosen the bilateral relationship; Indonesia responded it by suspend the security cooperation under Lombok Treaty scheme. The suspended security cooperation raises the needs for bilateral relationship normalization since this case went on public through the ABC News and Guardian media. The main focus in this paper is to analysing why Indonesia proposes 6 Corrective Steps as a corrective mechanism to normalize the bilateral relationship; although Indonesia thought that this case had threatened its national interest. This first analysis would come to a conclusion that showed which country’s interests are greater; Indonesia or Australia. This paper would also analyse what kind of thing that makes both countries agreed to sign a Code of Conduct on 28th August 2014 that becomes the end of this wiretapping case. In his analysis the author used the rational choice, foreign politic determinants by William D. Coplin, and Establishing Credible Commitments by Branislav Slantchev conceptual frameworks. The rational choice conceptual framework is used to measure each countries cost and benefit by the choices they had taken in the corrective steps and Code of Conduct that both countries have agreed to signed. The foreign policy determinants conceptual framework is used to identify which determinants is, or, are affecting bilateral relationship for Indonesia and Australia. Finally, the establishing credible commitment conceptual framework used to prove which country is succeeded to establish credible commitment based on this conceptual framework in order to understands why Indonesia decided to propose corrective steps to normalize the bilateral relationship of both countries.
