ABSTRACT This study is about the illegality of parking that has occurred for many years in the courts of „kopi joss‟ Wongsodirjan street north of Yogyakarta Tugu railway station. The occurrence of illegality in a long time at the locus of research shows that political intervention to maintain the illegality was not done by an simple method, but a structured and hereditary by local political actors. Theoretically, this fact is the antithesis of the conception of the state as an entity that is impossible to be defeated. Thus this study as well structured to bring new understanding to the reader that the absolute power of the state can not always be realized, at least in the locus of this research. The study was guided by the key questions that focus on the substance of the political dynamics and the role of the state in the locus of research. Specifically, to ensure that the research is still in the theoretical corridor, the authors conducted a study based on the question, "How is the process of managing a parking lot in the city of Yogyakarta, especially on the Wongsodirjan street?" and "To what extent is the government's role in managing the parking space?" For answering these questions, the authors use a case study of qualitative research methods. This is because qualitative study provide space for authors to analyze the substance of much deeper by not taking the distance to the object of study, and to provide more space for the development of the subjectivity of the writer to study the phenomenon. The study then arrive at the findings where political intervention to defend the illegality of parking right - completely done in a structured and hereditary by local political actors engaged in organizational and bind multiple stakeholders. In practice, at least there had been several leadership regime which all aim to maintain the illegality of the policy - the policy states that do not benefit them.
