HOUSEHOLD EMPOWERMENT EFFORT IN INDEPENDENCE DEVELOPMENT OF PEOPLE WITH MILD INTELLECTUAL DISABILITY (A STUDY OF PEOPLE WITH MILD INTELLECTUAL DISABILITY SERVICE FAMILY-BASED PROGRAM AND SOCIAL REHABILITATION IN TEMANGGUNG REGENCY) ABSTRACT People with mild intellectual disability are still socially perceived as a burden of a family. People with mild intellectual disability’s society and family’s change in the way of thinking is needed in developing them. To reach people with mild intellectual disability’s rehabilitation, Sosial Bina Grahita “Kartini” Temanggung Center for people with mild intellectual disability’s rehabilitation held a family-based service and rehabilitation program, aimed at empowering families, people with mild intellectual disability, and society in developing people with mild intellectual disability’s capability. Karangtejo, Tuksari, and Jeketro villages are three villages located in Temanggung regency. Those villages were the venues of the research, where there were people with mild intellectual disability. As implementation of empowering effort of people with mild intellectual disability, a family-based service and rehabilitation program has reached those areas. The method use in this research was qualitative method, giving descriptive data. In this research, the data described were data from various informants and from observation on implementation of a family-based service and rehabilitation program as an effort of empowering household in independence development of people with mild intellectual disability in Temanggung regency as well as supporting and obstructing factors. The result of this research, implementation of a family-based service and rehabilitation program was carried out through steps as follow: data collecting process, cadre preparation, parents guidance, family counseling, materials and guidance tools distribution, mental, social, and skills guidance, productive economic enterprise stimulant support distribution, and periodic monitoring and supervision. Supportive factors of a family-based service and rehabilitation program were: parents’ active participation, as well as cadres’ and supervisors’. The obstructing ones were: parents not understanding a family-based service and rehabilitation program and uncommunicative people with mild intellectual disability.
