Abstract This research discusses the implementation of partnership programs at PT KAI (Persero) Daop VI Yogyakarta. Based on the Regulation of the Minister of BUMN No. 5 of 2007 requires each BUMN implement the Partnership and Community Development Program for social responsibility. Small businesses around the area of Yogyakarta are huge numbers. It became a great opportunity for PT KAI (Persero) Daop VI Yogyakarta to implement partnership programs. With the issuance of this rule will affect the implementation of the partnership program for social responsibility PT KAI (Persero) Daop VI Yogyakarta. In fact, the implementation of social responsibility is closely related to the company's commitment. So this study was conducted to determine the implementation of partnership programs at PT KAI (Persero) Daop VI Yogyakarta are firm commitments or simply as the implementation of the government's demands. The method used in this study is a qualitative research case study. The unit of analysis in this research is the organization that is PT. KAI Daop VI Yogyakarta. Based on the research results revealed that the implementation of social responsibility through a partnership program of PT KAI (Persero) Daop VI limited to charity events. The partnership program is done only because of the demands of the government through the Minister of BUMN Regulation No. 5 of 2007. The implementation of the partnership program is done only to pursue a partnership program performance assessment so that assessment of the health of PT KAI (Persero) can be increased. The implementation of this partnership program are closely aligned with the Regulation of the Minister of BUMN No. 5 of 2007 is to form a PKBL units are combined with other parts of the organizational structure. In addition, the implementation of the partnership program is also limited to its lending activities are very minimal and empowerment. Performance Partnership program seen through the distribution of funds and the level of effectiveness of the loan collectibility. Therefore it should be a benchmark for the performance of the partnership program of the element must be small business empowerment. In addition, PT KAI (Persero) Daop VI Yogyakarta perform a partnership with the lending program as well as through development activities are more and embracing all the partners.
