ABTRACT This research will talk about the influence of capacity penganggaran village to the public service in the village of Karangsari. Village becomes attractive to reviewed further, particularly after he was returning autonomy village which have been snatched away. He was returning autonomy provide the space for the village to village manages the independent household accordance with right the origin of the village. So, as an autonomous region village has the authority to plan's financial in APBDes, that will be used to finance the operation of village administration. To plan financial village needed a strong budgeting capacity. So the capacity of becoming important points to highlight further how it impact on the implementation of the village government. A form of administering government village seen from the ability to provide public services to the public. For that synthesis of problems in this research this is “how budgeting capacity village affect the management of autonomy village”. Methods used in this research is a case study descriptive. Put researchers to describe exactly how the influence of budgeting capacity village to the public service in the village of Karangsari. Budgeting capacity village is capability village to plan a source of revenue and expenditure allocation into the village that is used to achieve Restra set before. While public service is a series of activities done by bureaucracy public to meet the needs of residents of users. Public service performed village Karangsari very at least, namely by organizing service that is both administrative. While public service on demand of a village community has not capable of being infested by village, it was because the financing APBDes that is not sufficient. So that village looking for other financial source is derived from the operational fund the government, both that which is derived from the district of, province, and the center. A grant of this makes the village have to run the state programs aimed in the village. In conclusion, budgeting capacity being weak in the body of the village, made a public service performed village Karangsari very minimalist which is capable of providing services that is spatially administrative. In this case, inability to provide a public service based on the public needs not only stop on the stage inability financing APBDes, further there is the capacity of the public service is weak; that's good of the individual, organization, and the system.
