ABSTRACT This study sought to determine the strategy that used by the Lembaga Amil Zakat, Infak dan Sedekah (LAZIS), the Baitul Maal Al-Muthi'in in charity Zakat, Infak dan Sedekah (ZIS), to determine the form of empowerment for the people in the village ZIS in Maguwo, and to know the form of philanthropy which orientations are conducted by Baitul Maal Al-Muhti'in. This study is motivated by many potentials that ZIS owned, but it has not been fully absorbed by the management body of ZIS and lack of funds was utilized and still charitable. The method of qualitative descriptive research was used in this study. Data was obtained from interviews and observations at LAZIS BaitulMaal Al-Muthi'in located in Maguwo Kampong, Banguntapan Village, Banguntapan Sub-Distric, Bantul Regency. The selection of interviewee considered input from the advisers and administrators of the BaitulMaal Al-Muthi'in as key informants, as well as the representation system of any program activities conducted by the BaitulMaal Al-Muthi'in. The data analysis technique that used consists of three strands, namely data reduction, data presentation and conclusion. The results showed that the BaitulMaal Al-Muthi'in had a strategy that was able to absorb optimally ZIS, one with the Tabungan Koin Akhirat program. Utilization of ZIS was implemented in some programs such as compensation programs, stimulants, and economic empowerment. The programs were implemented in the utilization of ZIS consists of two forms of philanthropy, the traditional philanthropy and philanthropy for social justice. However, both forms of philanthropy, the BaitulMaal Al-Muthi'in currently more oriented to traditional philanthropy. In addition, another causes of the more dominant forms of traditional philanthropy was the differences in understanding of the concept of BaitulMaal between advisers of Yayasan Al-Muthi'in with administrators of BaitulMaal Al-Muthi'in which impacted on less optimal implementation of the program.
