ABSTRACT Revitalization and all the planning behind it can’t be separate from conflict. There are lots of rejection because of the so called “new place or new space”. But, the new place or new space is far from expectation. Merchants on Pasar Kranggan refuse the existence of the so called “Outsiders”. Outsiders refrers to other merchants who sold their product outside the market. This Outsiders do not pay their rents, so the other merchants who sold their product inside Pasar Kranggan feel disadvantaged because their omzet hit the rock bottom. Pasar Kranggan revitalization conflicts consist of 12 step such as Deference, Contradiction, Polarization, Confrontation, Segregation, Agreement, Ecscalation, Normalization, Contradiction, Ecscalation, Normalization, Reconsilization. The process can go up and down and marked with Escalation, Normalization, and Contradiction fase that happened 2 times. According to the Revitalization conflicts, The Government of Yogyakarta made a regulation for all the merchants outside the market. Regulation contain provision about trading time. The outside merchants can only sell their products until 07.30 in the morning. But in fact, implementation of the regulation can be deemed not to have many effect because the outside merchants still make a transaction over 07.30 in the morning. Therefore, the inside merchants appeal to Ombudsman of Indonesian Republic in Yogyakarta. They asked the institution to handle the regulation problem in Pasar Kranggan. Ombudsman made an arrangement with The Government and the inside merchants. But the outside merchants disagree with their (Ombudsman, Government and Inside Merchants) deal because the outside merchants were not involved in the meeting. The Government made a mistake too. They were yet finished the concept of Pasar Kranggan rearrangement. After all the problems and disagreement, The Government of Yogyakarta made a new deal of the regulation. Inside the the new regulation, Government promise to complete the concept of Pasar Kranggan rearrangement. The new arrangement is the outside merchants agree with rearrangement of Pasar Kranggan and accept the relocation from Yogyakarta Government. Revitalization project of Pasar Kranggan have been triggered lots of problem. The merchants thought that Yogyakarta Government were not firm enough. It caused by lack of coordination and supervision on the implementation of regulation and arrangement in Pasar Kranggan. Yogyakarta Government expected to increase the coordination and supervision of the regulation and arrangement in Pasar Kranggan.
