Politik Pengembangan Ecotown di Jepang

Abstract The emergence of environmental issues as a global issue led to the growing importance of this issue in the international politics and economics. This has an impact not only on a national but an international scale. With the severity of the environmental damage caused begin the development of sustainable development. No exception for Japan, a major industrial country that also suffered various environmental issues. Ecotown, an urban planning policy developed by the Japanese government in 1997 using zero emission base. The use of zero emission base started with a successful small-scale trials have been conducted in the previous year. Once able to grow since 1997, there has been a 26 ecotown established in Japan. It gives a positive impact on the environment sector of Japan and is also the economic sector. There is a reduction in the amount of emissions, more efficient use of energy and also increase the productivity of the industry. More country began to demand ecotown to then be adopted in their country. Ecotown later became a symbol of Japan's sustainable development. This thesis focuses on the analysis of patterns of politics so that policies of ecotown can be developed in Japan and also how the actors involved play their role in efforts to develop ecotown. Throughout the study, the authors found that the pattern of Japan's iron triangle which gradually changed since the 1990s lead to opening the way for the emergence of pro-environmental policies. Previously, central government does not play a major role in the prevention of environmental problems, but the city government does.
