ABSTRACT It was a common thing if Wates market was a wet sector for informal usurers. The existence of this phenomenon went on for a long time, certainly there was a special reason behind the emergence of the usurers, moreover the usurers in Wates market were able to exist for a long time, even after the credit institutions of government entered into the market environment. The phenomenon was very interesting to be observed scientifically, it aimed to be able to understand the pattern of relationships between the usurers and the users. This research used the theory of patron-client which was popularized by James Scott in a research of the landlord and farmer communities in Southeast Asia, the use of this theory was expected to see the pattern of the relationship created between the usurers and the users, not only within the scope of economy, but also in a wide dimension of life. Ethnographic research methods were selected to help uncover the various phenomena and also the interaction of the participants. The selection of the qualitative method was considered suitable for the research object which required the researcher to have a key-informant, and considered the considerable research. The evident in the research process revealed the fact that the existing usurers were the institutionalized Batak usurers. Their existence as private actors filled the void of economic services for small vendors. The usurers could be accepted by the vendors, and was considered to help them surviving in economic activity. Patronclient relationship between the userers and the users also entered into other dimensions of life, socially and culturally. Unfortunately the usurers did not bring patron influence into the context of political life. Seeing the results of the study, it could be concluded that the existence of Batak ususrers in Wates market did not always give bad impact, but they also could be good private actors for the vendors. The results of this study was expected to give the information for the government in order to make the more appropriate policies for small communities.
