ABSTRACT The phenomenon of waste has become a social problem that requires serious handling. According to Act 18 of 2008 about waste management, there is a new paradigm that is embraced in addressing the problem of litter. From the trash that was once seen as useless and had no benefits, but now the trash has economic values. In Paseban village community which area is allocated for tourism, problems of waste are the issues which need to be deeply concerned. Given the environmental conditions that every day must be visited by tourists. Therefore, waste management applied in the Paseban village community that is through Bank Sampah and Komunitas Karya Bunda. This research will attempt to answer the question concerning the waste management system based on social entrepreneurship in the Bank Sampah and Komunitas Karya Bunda. In addition, it is also important to describe the relationship between the Bank Sampah Pandanaran and Komunitas Karya Bunda as a waste management in a whole unified system. Qualitative research with a descriptive type was chosen to describe the reality behind the phenomena that occur in the community in depth. The theory used in this research is the theory of Social Entrepreneurship from William Bill Drayton and Embeddedness Theory from Karl Polanyi which will demonstrate the embedded social entrepreneurship within the Paseban village community. The objects of the research are Bank Sampah Pandanaran and Komunitas Karya Bunda which both have important role in Paseban (Paseban village, Bayat district, Klaten regency) waste management system. The technique of collecting data through observation and indepth interview. In addition, researchers also participate of trash self-managed. The results of this research show that waste management system based on social entrepreneurship shown by Komunitas Karya Bunda has yet to be followed by most citizens as awareness and enthusiasm are still low. Bank Sampah Pandanaran as a provider which supports activity community of Komunitas Karya Bunda in providing raw material for plastic waste also play an important role in social entrepreneurship in the Komunitas Karya Bunda. Bottom-up approach which is shown by waste management in Paseban village has not been said to be perfect. Another influencing factor is the lack of human resources. Human resources and community participation become essential since they are actors in driving waste management activities. Related to this, social entrepreneurship is not maximized because of low public participation and the controlling elite. As a result, trash could become commodity for the communities work of Komunitas Karya Bunda. Key words: waste management, social entrepreneurship, Embeddedness
