ABSTRACT This graduating paper observes marginalization process which suffered by local people in the area of Gendol River, especially on Wukirsari villagers in Cangkringan sub-district. Marginalization rated by the author as negative impact of river normalization policy arranged by Sleman government of which villagers have no chance to participate. Villagers compelled by trucks crisscrossing and heavy machineries which massively quarrying sand. River normalization policy is being justification of sand quarrying that miners did. In the other side, villagers have no power against them. It is because villagers only have low resources, both economical and political resources. Formulation of the study is how marginalization process happens in the villagers as a result of Gendol river normalization policy. Meanwhile the objectives of the study are; to reveal marginalization process arranged by local government to Wukirsari villagers via normalization policy instrument, and seek out the actor and interest involved behind the policy. Acquiring both objectives, the author uses casestudy method. The theory used as examine tool is Hillary Silver’s marginalization theory, focusing on social exclusion suffered by people in the surrounding of Gendol River. The most dominant marginalization process is discrimination identified on political and economical dimension. Discrimination refers on high gap between excluders and excluded, with the dominance exist in one group among others. In fact, mining businessmen get more benefits from river normalization policy. It implies Sleman government inability on arranging inclusive-people oriented policy. Otherwise, Sleman government who behaves permissively on violation done by mining businessmen implies low commitment to people favor.
