Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik (UU KIP) is the freedom of information law in Indonesia. UU KIP guarantee a fundamental right in a democracy and public policy, the availability of information in a transparent manner. This legislation seeks to address the needs of the public right to information, which is transparent, fast and accurate. Five years since its enactment, implementation of UU KIP is not optimal. Implementation of UU KIP encountered many obstacles at central and local government. Pemkab Kediri is one of the local governments which include slow forming PPID and still show a closed attitude in the service information. Researchers consider this important study was conducted to determine how the implementation of UU KIP in Pemkab Kediri 2008-2013. This study aims to describe the implementation of UU KIP as well as identify obstacles and constraints faced by Pemkab Kediri as the implementing agency. This research is a descriptive qualitative research. The study uses a case study to find answers to the formulation of research problems. Based on the results of this study concluded that the implementation of UU KIP by local government is still slow and not optimal. Local public agencies still encounter many obstacles both institutionally and substantial. Therefore, the researchers recommend institutional and substantial improvements through increased socialization, preparation resources, organizational structure reform and policy formulation to implementation of UU KIP to be more optimal.
