ABSTRACT Democratic process in Indonesia experienced the ups and downs along the stages of regime change in this country. Transition system of politics and government from the beginning of the independence of Indonesia are colored by the abuse of power by exploiting democracy itself, so that the journey to democracy is still inherited corruption, collusion, nepotism which basically is contrary to the democratic life of the real. Democracy has not been able to create people who submit and obey the laws and regulations in force. In fact facilitate democratic elite or special interest groups to politicize the law in this country. Abuse of legal justice makes democracy in this country is still questionable. Socio-political era of reform is also not much better than the previous regime. Reform are also not able to create the democratic party really honest and fair until now. Still a lot of cheating and other issues that arise from each election. This raises a big question about the seriousness of the Indonesian state in guaranteeing political rights of its people. Fact that the democratic process in Indonesia has forgotten the values of local and state basic concepts, then from the democratic process in Indonesia is not in accordance with the purpose and hope of this nation. Lack of clarity about the purpose and direction of the democratic process in Indonesia raises a big question for researchers is what factors hinders the process of democratic consolidation in Indonesia until now. By utilizing the technique of data collection is library research methods to explore and understand the reality of the political system and the application of government in this country. Aims to find the factors inhibiting the process of democratic consolidation in Indonesia. Keywords: Barriers, Consolidation, Democracy, and Good governance
