Abstract This paper discuss about conflict which happen during the policy formulation process of PT.Newmont Nusa Tenggara nationalization. It argues that, first, so many interests which being staked by the stakeholders and the interest groups make the policy hard to be shaped and brought them to serious conflict. Second, Dewan Perwakilan Rakyat and the President took conventional conflict resolution approach by law institution were far from fix the problem or give solution to policy process.
