Pola Perbandingan Kebijakan Anti-Diskriminasi Etnik Minoritas Roma dan Traveller di Inggris, Hungaria, dan Perancis

ABSTRACT The purpose of this study is to compare the development of anti-discrimination policies toward ethnic minority Roma and Traveller in three countries in European Union which are United Kingdom, France and Hungary. Discrimination, prejudice and stereotype always be the problems toward Roma and Traveler in everywhere in the world, especially in Europe which Roma and Traveler are the largest minority group in European Union countries. By using Triadic Nexus concept and the role of the role of international institution and communities, the author try to compare between three countries by analyzing the relationships pattern around 3 main actors that influenced directly to national minority policy in a country. Those three main actors are “Homestate” or a country that politically dominated by majority group, “Minority Activism”, which is activism or politically involvement by the minority group as one of the pressure group in a country, then the involvement of international institutions or communities whose role are monitoring, making recommendation, and working together with the other two groups by building a better society without discrimination and violence conflict between minority and majority groups. Furthermore, by analyzing the dynamic relations between actors in United Kingdom, France, and Hungary, the author will find a solid conclusion about why the policy toward minority Roma and Traveller groups are so different between those three countries even though they shared the same regional institution European Union, OSCE, and European Council.
