The Environnnmental Politics of the Hydropower Development in the Lower Mekong Basin by the Early 1990s

Abstract This paper assesses whether the Mekong River Committee has contributed to the sustainable hydropower development in the Lower Mekong Basin, and assesses to what extent the contribution has been made if it does. This study will make efforts in attaining this by using Underdal’s theoretical framework on regime effectiveness, which uses two variables in assessing a regime’s effectiveness: the nature of the issue and the institutional capacity of the regime concerned. Through this paper, the writer seeks to argue that even though the Mekong River Committee to some extent has indeed made a contribution towards the sustainable development in the Basin, the Committee itself is still far from being a fully functioning international environmental regime.
