Pengaruh Proses Politik bagi Pengentasan Kemiskinan Nasional Uganda

ABSTRACT The era of poverty eradication in Uganda started in a supportive setting where the government had stated its commitment to alleviate poverty by directly involving the poor. With the emphasis on participation and ownership by various stakeholders from the local to national level, this approach required the domestic actors to negotiate and decide among themselves how to direct fund and projects to people and areas most affected by poverty. At first Uganda seemed to be on the right track to tackle poverty but in the mid 2000’s the committed government that once was hailed as one of the key factors in successfully lowering the level of poverty became the downfall of the program as rampant corruption, patron-client politics, and mismanagement of public fund made their returns. As the political elites wasted the resources to stay in power, the poor that should have been the center of the poverty eradication program were sidelined. The direct participation and the access of the people to policy making were limited and insignificant. As the result, poverty was again on the rise in Uganda in the last few years.
