ABSTRACT The great unemployment number of people with high educational level in Indonesia has become a major serious problem. Due to this matter, DIKTI, as a governmental institution which has concerns on educational matters, initiates Entrepreneurship Students Program / Program Mahasiswa Wirausaha (PMW) in order to create new entrepreneurs who are equipped with good educational background and have good visions, particularly providing job opportunities. The Program has been implemented since 2009 in several public and private universities in Indonesia, including Universitas Gadjah Mada (UGM). CED (Center for Entrepreneurship Development), under the coordination of UGM Students Directorate, has a role as the main implementer which is in charge to monitor the implementation of PMW UGM. This research aims to find out the achievement of PMW UGM implementation in improving the skills of student entrepreneurs to be tough and successful entrepreneurs in facing the global challenge and competition; and to see the factors which influence the achievement of PMW UGM. In terms of assessing and analyzing the achievement of PMW UGM implementation, the researcher used effect and impact indicator. The effect indicator consists of the coverage of target groups which can be reached by the program; the suitability of training modules as required; the capacity building frequency and the students’ compliance in returning the loan. Whereas, the impact indicator applied is the improvement of knowledge and skills in student entrepreneurship, business networks and the continuity of the business. As for the variable which influences the policy implementation is the communication, organizational structure and the resources. By applying the descriptive qualitative approach, the result of the research showed that PMW UGM has not succeeded in improving students entrepreneurship skills to be the tough and successful entrepreneurs and ready to face the global competition and challenge. The distribution of loan and the frequency of capacity building have not been implemented very well. Due to these factors, the achievement of the program which is interpreted by the achievement of the impact indicator, that is the continuity of the business, has not shown any significant changes. Based on the data obtained, there are three factors which are considered to influence the ineffectiveness of the achievement PMW UGM implementation, those are, the lack of communication; the unclear organizational structure and the task assignment; and the lack of human resources.
