ABSTRACT By: Nandia Perestroika 08/267124/SP/22773 Trans Jogja was a collaboration between the goverment and private company for public transportation service in Yogyakarta. The collaboration was carried out by UPDT Trans Jogja Dishubkominfo DIY and PT. Jogja Tugu Trans. However the implementation of this collaboration was still not fulfill the target. This research was intended to understand the implementation of the collaboration in management of Trans Jogja, and to discovered the weakness in the management system, whether the design affected the performance of Trans Jogja. This research was a descriptive-qualitative study. The data was collected from several informant. The first informant was the head of PT. Jogja Tugu Trans and the employee whose represented him. The other source of this research was from UPTD Trans Jogja Dishubkominfo DIY and DPRD DIY. Primary data was collected by interview and secondary data was collected from literature. Data analysis had been done by analysis interactive model including data collection, reduction, presentation, and conclution. This research showed that the design of collaboration between UPTD Trans Jogja Dishubkominfo DIY with PT. Jogja Tugu Trans has a benefit and a weakness. The benefit of this collaboration was a capabilty to protect the public needs from excessive profit oriented of Trans Jogja operator as a private company. Meanwhile the weakness of this collaboration was related to BOK determination wich had not been able to answer the problems at field. On the other side, some factors affected the design and the implementation of the collaboration wich can lead to degradation of Trans Jogja performance. Those factors involved discrepancy between the design and the implementation, misunderstood of the aim in this collaboration between the goverment and PT. JTT, the BOK value that had not been agreed, budget, human resources, and the revenue of PT. JTT. Keyword : Trans Jogja, collaboration design, collaboration between the goverment and private company
