ABSTRACTION Gender mainstreaming began to receive attention from the government, one of them with expanding opportunities for women in various fields, including the government bureaucracy. However, there are many agencies that have a number of female employees less than the number of male employees. Transportation Agency of Yogyakarta is one of the government agencies that collectively have a number of female employees less than the number of male employees. As a government agency, it is expected that there is no longer a gender bias. In the thesis entitled The Factors Affecting Gender Inequality In Structural Positions (Case Study at Department of Transportation in Yogyakarta) has two purposes, namely to know what are the factors that influence the occurrence of gender inequality in structural positions in the Department of Transportation in Yogyakarta and determine whether gender equality and women's empowerment have noticed an increase in the Department of Transportation in Yogyakarta. The factors referred to in this thesis is a socio-cultural and structural factors. Socio-cultural factors consist of aspects of educational priorities and perceptions of women in the public sector. Structural factors are also divided into two aspects, namely the difference determining work priorities and practices determining job positions. The research method used is a qualitative research method. From the results of research by conducting interviews with several sources, it can be seen that : 1) Transportation Agency of Yogyakarta prioritize graduates of the Faculty of Engineering. Currently it is advisable to take the S2 education in order to develop an employee's career but most women do not take the chance; 2) Every woman has a different perception of the priorities between career with family; 3) Employees of women who are in a structural position was not at issue in the agency for the employee to have quality; 4) There is no difference between the relative priorities of men and women, the proportion of workers depending on their positions and adapted to the duties and functions of each job; 5) In practice the determination of positions, all the qualifications contained in Anjab. The conclusion of this study is that the gender inequality turns on the structural positions in Yogyakarta City Department of Transportation is not due to gender bias in the agency, but rather is dominated by socio-cultural factors.
