Implementasi Instruksi Presiden No. 3 Tahun 2012 tentang Pengadaan Gabah/Beras dan Penyaluran Beras oleh Pemerintah di Kabupaten Ponorogo, Jawa Timur

Penelitian ini membahas tentang implementasi kebijakan pengadaaan gabah/beras dan penyaluran beras oleh pemerintah di Kabupaten Ponorogo. Isi kebijakan tersebut terangkum dalam Inpres No. 3 Tahun 2012. Implementasi kebijakan ini dilihat melalui perlindungan pendapatan petani, stabilisasi harga beras, dan pengamanan stok Cadangan Beras Pemerintah (CBP) di Kabupaten Ponorogo. Upaya untuk mencapai tujuan kebijakan tersebut dilakukan pemerintah Kabupaten Ponorogo melalui pengadaan gabah/beras oleh Bulog Sub Divre Ponorogo. Metode yang digunakan dalam penelitian ini yaitu metode penelitin campuran. Metode kuantitatif menggunakan teknik survei untuk melihat keterlaksanaan kebijakan kepada petani, sedangkan metode kualitatif menggunakan pendekatan grounded theory dengan analisis triangulasi data. Hasil survei di-recheck dengan mewawancarai Gapoktan lain diluar mitra Bulog untuk mendapatkan satu suara mengenai kenyataan di lapangan. Kemudian hasil survei kembali di-recheck dengan mewawancari informan dari Bulog Sub Divre Ponorogo untuk mendapatkan penjelasan deskriptif yang benar-benar valid. Dari hasil analisis penelitian, ditemukan bahwa Inpres No. 3 Tahun 2012 tidak dapat menyelesaikan masalah perberasan di Kabupaten Ponorogo, karena Harga Pembelian Pemerintah (HPP) yang ditetapkan dalam Inpres tersebut tidak relevan dengan harga gabah/beras di tingkat petani jika dilihat dari kualitas gabah/beras yang disebutkan dalam Inpres tersebut.

This research is discusses about the policy of rice supplying implementation and the rice distribution by the government of Ponorogo Regency. The content of the policy was summarized in Inpres No. 3 Tahun 2012. This implementation can be seen through the protection of farmer’s income, rice price stabilization, and the government rice reserve security’s stock in Ponorogo Regency. Efforts to achieve the policy purpose which is did by the government of Ponorogo Regency through the rice supply by Bulog’s Sub Regional Division of Ponorogo. Method which is used in this research based on mixed method research. Quantitative method is using survey techniques to see the implementation of policy to the farmers, while Qualitative method is using grounded theory approach with analysis of data triangulation. The result of the survey is re-checked by interviewing the Gapoktan that out of Bulog’s partner to obtain the approval of the reality. And then the result of the survey is re-checked again by interviewing the informant from Bulog’s Regional Division of Ponorogo to get the valid descriptive explanation. From the research analysis, it was found that the Inpres could not solve the rice problem in Ponorogo Regency, because of the Government Purchase Price (HPP) which defined in the Inpres is irrelevant with the rice price in the farmer’s level if viewed from the rice quality that mentioned in the Inpres.
