Abstract Formulation is first step from overall process public policy, in this step will determine the success of policies in the future. This research intended to discover the process of Non Smoking Area (KTR) policy making in Keparakan. Policy of KTR aims to protect passive smoker from exposure secondhand smoke. This policy allegedly able to reduce the number of smoker and number of active household smoking behavior in Keparakan. This research conducted with qualitative methodswith location in Keparakan. The result showed the KTR process policy formulation in Keparan using process methods which consist of a systematic series of activity. First step is identify issue selected based by on the possible, reasonable, and can be follow up reason. Then the issue’s selected again from level of urgency and magnitude of the impact. the policy elected by negotiation and bargaining between interest groups. The result of these negotiation are Keparakan Declaration which prohibiting smoking in public services and also in the house. For the smokers are provided place to smoke in separate area when services ongoing. Keyword: Policy Formulation, Non Smoking Area (KTR), Keparakan
