Peran Pemerintah dalam Pemanfaatan E-Commerce oleh UMKM Industri Kerajinan Perak Kotagede

ABSTRACT Kotagede has been well-known as a silver center initially to fulfill the palace’s needs since Mataram Kingdom. It brings Kotagede became the first center of silver industry in Indonesia containing values of art and culture of Yogyakarta and occupied its heyday in 1970-1980’s. However, the exsistance of silver industry in Kotagede is getting increasingly declining lately caused by some factors affecting it, they are as follows: the increase of other areas which aware of the opportunities of silver industry are much demanded, monitary crises which impact on soaring the raw material prices of silver, the decrease of stabilitiy and security in Indonesia caused by bombing tragedies in Bali and an earthquake in Bantul which led to decreasing of a number of tourists especially foreign tourists visiting this silver center in Kotagede, and the increase of fuel oil prices which has just happened lately. E-commerce as one of technology information (TI) development which might SMEs effectively develop their business. However, the lack of human resource capacity in TI field becomes the obstacle in the utilization of e-commerce that not all SMEs are able to utilize e-commerce as one of business development strategies. To respond those issues, it is important to put the role of governments as facilitators, regulators, and educators in encouraging the use of e-commerce for SMEs of silver industry in Kotagede that they are able to develop their business network through the enhancing of mastery and application of technology. The purpose of this study is to find roles undertaken by the governments in encouraging the utilization of e-commerce for SME development of silver industry in Kotagede. The research method used in this research is descriptive-qualitative method to provide a detailed description about a phenomenon. In-dept interviews, observation, documentation, and literature were used as the technique of collecting data. Furthermore, the data were analysized to generate the conclusion from the existing data which are observed based on the theories having been established. The result of this study shows that nearly half of SMEs in Kotagede or 57,5% have not utilized e-commerce yet to help their business development by spreading business network due to they still encounter some obstacles, among others: they are not open to new technologies, worried of intense competitions and online commerce risks. So the urgency of the roles of governments as facilitators, regulators, and educators in encouraging the use of e-commerce is very important for SMEs of silver industry in Kotagede who are not able to utilize e-commerce.
