Postur Pertahanan Jepang Pasca Pembentukan Kementrian Pertahanan (2007 - 2013)

One of the significant aspect of it is existence of Japan Defense Agency, an agency with big responsibility but not given enough authority to determine and carry out its own policies, just because that would be collided to the Constitution of ‘loving peace’. Until finally in 2007, under the government of Prime Miniter Shinzo Abe, Japan Defense Agency changed the status to be Defense Ministry. But after that, no studies seem interested to learn what happen inside the changing. For that matter, using the Decision Making Process theory and Neorealism by Kenneth N. Waltz, this study is trying to unveil two main aspects that changing since Japan Defense Agency ’climbed up’ to Defense Ministry, that is decision making process and defense budget. These are two crucial aspects got no spotlight but actually could explain the urgency of the status-changing of Japan Defense Agency to ministry.
