The development of this market purpose is to facilitate the home-based craftsmen in Bantul to promote handicraft. PSG was initially expected to contribute Bantul’s revenue. However, PSG have not developed as expected until now. PSG Managerial which is technically implemented by PSG Management proved un-optimal. Some evidence of unoptimalization such as: 1) the number of craftman which continue to decrease; 2) fluctuations in the number of visits; 3) failure to achieve earnings targets, and 4) the abandonment of facilities / infrastructure to support PSG. The focus examined in this study is management failure of PSG. The ground thinking of this study rests on artificial tourism development theory proposed by Swarbrooke. It theory aims to answer the problem formulation of development failure of PSG which seen from four aspects which are: internal resource management aspect, product aspects, promotional aspects as and intertwining external relations. This research used a qualitative research method by a descriptive writing method. Data were collected by some techniques, among others: 1) In-dept interviews to some related parties, they are as follows: Staffs in PSG Management, some narasumbers from related SKPD (Department of Industry, Trade, and Coperatives and Department of Tourism Bantul), some craftmen at PSG as well as some citizens living around PSG and PSG’s visitors; 2) observation and documentation would be undertaken to complete data needed. The result of this research could be concluded that the managements of PSG up to now are still far from optimum word. There are four aspects observed to identify the failure of PSG. First of all is internal resource aspect, they are the lack of financial and human resource management capacity. From the term of human resource management capacity is most of human resource management in PSG Management not to come from business business background so that the entrepreneurial spirit is lacking. From another one is financial capacity side, PSG has not been able to be independent yet due to uncertain income earned each year that they cannot cover operating costs. Further, in the term of product is PSG does not have superior products that become identity of PSG that it is less competitive instead of other markets that have been longer existed. Hereinafter In the terms of promotion, even though all actors have attempted to promote PSG, however it is not optimum yet because promotion are still partially done. And the last one is in the term of external cooperation, each of Lancar Group and the community of craftmen seems not to work together achieving the same goals, therefore the corporations do not show optimum result. Some recommendations for PSG include: 1) improving human resource capacity; 2) provide guidance to the SPG; 3) Increase the innovation of promotion; 4) Changing concepts of PSG not only as a promotion place but also the production place, and 5) Strengthening collaboration of the Society of PSG Craftman and private partners.
